Chairman Theobald stated that the purpose of the meeting was to open bids for Contract No. 3, the Interceptor Rehabilitation Project financed by the United States Department of Agriculture, and any other necessary business.   The bids would be opened and the lowest bidder announced. The project award is contingent upon review and approval by the Authority Solicitor, Authority Engineer and the USDA. The official award may take a couple of weeks to complete.

 

Bids: Contract No. 3 Interceptor Rehabilitation Project

 

  1. Standard Pipe Services, LLC – Newark, DE                 $ 1,792,350
  2. Leeward Construction, Inc. – Honesdale, PA                $ 2,031,180
  3. Pioneer Construction, Inc. – Honesdale, PA                 $ 2,097,079

 

Motion

On a motion made by James LaPoint and seconded by George Firmstone upon review and approval by the Authority Solicitor, Authority Engineer, and the United States Department of Agriculture, Contract No. 3, the Interceptor Rehabilitation Project, will be awarded to Standard Pipe Services, LLC from Newark, Delaware. The bid amount was $1,792,350.00.  Motion carried.

Proposed future projects were discussed. Financing was discussed with PennVEST during an earlier conference call.  The projects would need to be submitted to PennVEST by a May, 2018 deadline with a July, 2018 award.  Projects being considered are Willow Ave, which could share restoration costs with another utility.  Additional streets include Washington, Pearl, Lincoln, Delaware, Cliff, and Crestmont Drive. Manhole work along the Lackawaxen River and Plant SBR tank coating are also being considered.

 

Motion

On a motion made by Timothy Moffitt and seconded by John Haggerty the Board approved a proposal from Entech Engineering for Design- $29,100, Permits - $7,000, and Bidding Assistance - $2,600 on Willow Ave, Lincoln, Washington, Pearl, and Delaware Streets .  Motion carried.
